Previously we reported how the case closure process to move all existing cases onto CS3 would be in the order of Clerical Cases, followed by all CS1 cases and then finally all CS2 cases. This process has now been changed and the case closure process will be as detailed before. The case closure process will not commence until the CS3 scheme is available to all new applications, and that a settling down period has taken place. It is envisaged that the case closure process will be complete by 2017

Nil Assessed Cases: All cases that are currently on nil assessment will be the first group for case closure as this will not result in any disruption to any payments. It is envisaged that many cases currently on nil assessment will produce a positive liability under CS3.

Non Compliant Cases: This will include all cases that may have a positive liability but where no payments are being received through non compliance. This again will not disrupt any payments whilst the case closure proceeds.

Compliance – No Enforcement: This will include cases that have regular payments in place without the need for enforcement. As full compliance is acknowledged there is minimum risk that the payments will be disrupted following case closure. Clerical cases from this group will be targeted first,
